Dorgem is an open source program that turns your web cam into a CCTV system.  It can send video/pictures to your local hard drive or to an FTP site.  Supports unlimited camera's, has motion detection, and has a built in web server.

Track your laptop or PC if it's stolen

The open source project Prey allows you to install software on your computer to track it in the case that it gets stolen.

The Software allows you to see what the person is doing on your pc, take pictures from the webcam, and use geolocation to track down the location of the computer.

Nice little free open source program.
